PROPOSALS 2023 AGM
After getting shut down and patronised at the last AGM, it’s a waste of time me saying anything on the night. So I’ve put my opinions here.
Proposal 1 (passed)
All Category 1 teams must use pro-cup balls.
Doesn’t really affect me. Although International rules state spotted white and stripped black.
Proposal 2 (withdrawn)
Maximum of 16 players listed for a team at any 1 time. Those who have not played can be removed if necessary ( reason to encourage players to make new teams)
Not really bothered one way or the other.
Proposal 3 (not allowed, The constitution states a Minimum of 2 years before repeat proposals).
Rules ignored by chairman proceeded and passed. Now just await the backlash.
To run singles and doubles as 1 day competitions from a designated start time to a designated finish time, with a potential for the last rounds to come back on a different day as agreed by those left in the competition. ( this would remove the issue of players not knowing if they are available, and pubs being left with a booked table and no attendance.)
Proposal 4 (passed)
Remove – A captains cup competition frame will be played either before the beginning or after the end of every league match. (if the captain is not present the vice captain – selected at the beginning of the season, may play the frame.) Captains can opt out at the beginning of the season if they do not wish to partake
Might as well, this rule was also ignored my the committee for Summer 2023 season.
Proposal 5 (passed)
Current rule – . When entering results adding the stats for games will be mandatory. – Change to Adding stats for all games will be mandatory for all teams by 9pm Friday evening or a point removed. (All team captains expected to take a picture to record the team sheet after the game.)
I do not believe in mandatory stats.
Proposal 6 & 7 (not allowed, The constitution states a Minimum of 2 years before repeat proposals).
Again rules ignored (Failed)
- If a match is tied at 6 all and neither team have a last player a roll of the die ( available on your phone) for each team, can decide which 2 players play the deciding frame. E.g. on the scoresheet the first six players are numbered 1 – 6, so the die roll will choose the corresponding number. OR
- When a league match is drawn at 6-6 and both teams have no more players, a timed 6 red shootout is to be played to determine the winner. The home team captain will pick their player, the away team captain will pick their player. The home team will go first in this shootout. Both captains will time the 6 red shootout and agree a time to beat for the away team player. Due to the nature of timings and seconds it is unlikely that both times will be the same – which is why both captains must agree a time to beat before the away team player comes to the table. If both teams cant agree a time then the middle fiqure between the times will be used. Time will start as soon as the player strikes the cue call. Time will end once the final red is potted and the cue ball comes to a stop.
Proposal 8 (Failed)
Where a loss of frame foul is called but both captains do not agree, the frame should be continued to the end with a ball in hand foul, and afterwards the result can be appealed if necessary.
Might save a few arguments on the night.
Proposal 9 (passed)
Current rule – Players must be over the age of 14 yrs in order to play in the league, but teams with players under 18 should check with landlords/ladies prior to travelling to a venue as some landlords or venues may adopt different standards for their own reasons or licensing limitations. – If a landlord/lady refuses entry to a player under 18 the league will / cannot overrule the decision. Change to 12 yrs ( in line with other leagues)
Who plays under age is purely down to the venue.
Proposal 10 (passed)
Foul or abusive, including threatening, behaviour towards any player or committee member will result in an immediate ban from the league.
This must be proved with evidence such as CCTV.
Proposal 11 (withdrawn)
All events, including cup matches, singles comp, doubles comp, over 50s, under 25s, ladies comp and all league matches to be printed in the booklets. Just the dates that the committee agree, I understand printing the draws would not be possible.
Booklets are a waste of money. Division scoresheets are available for printing on the rubbish freebie site under league docs. Just add to the list. Simple. You will get an “I forgot the booklet”
Proposal 12 (Failed)
To start games before 8pm ie ( 7pm or 7.30) including singles or doubles matches
No explanation as to why? Not everyone can get there before 20:00. Plus it could force captains to put players on in a different order.
Proposal 13 (withdrawn)
Full matches not to be played on presentation night.
Never really liked this and it was only introduced as an attempt to improve attendance at presentation night
Proposal 14 (Failed)
current rule – if no team members have arrived 15 minutes after the start time, they will forfeit the match. Change to if no team members have arrived 15 minutes after the start time, an 8-5 win will be awarded to the attending team.
Basically changing the 13 – 0 to 8 – 5
Proposal 15 (passed) WTF
To hold a singles comp only for people between the age of 25 and 50 .
Absolutely no need for this.
Proposal 16 (Failed)
That food is supplied on all matches that are on a Tuesday night, including cup matches. All games are now on a Tuesday so I dont see why we don’t have food supplied
This is entirely up to the venue. A league proposal cannot influence a venue,
Proposal 17 (Failed)
The Doubles should be played as ‘scotch’ doubles.
I like both, so I have no objective opinion either way. However, if one of the pair is having a bad day, it could affect the frame’s outcome.
